List of Projects to be completed immediately in each Department

  1.  A modern sea port for each state where feasible

  2.  A new hospital (like the New York Presbyterian Hospital) of 2,500 beds will house surgery, primary care and infusion therapy services, radiology, MRI, PET scanner and linear accelerator services. (There will be a set of six (6) modern health centers: One in each Arrondissement or borough to be part of the hospital)

  3.  A modern University that can serve 2,500 to 3,000 students

  4.  2 to 3 Technical/Trade Schools that can serve 4,000 to 5,000 students

  5.  Six Modern Secondary / High Schools with computer labs and other practice labs

  6.  Six Modern Primary Schools with computer labs and other practice labs

  7.  A web of 300 miles of rails with tracks switching capability, 500 miles of highways and roads including improvement of existing roads. We might have to build a tunnel or a bridge from Etroy to Grande Cayemite, from Port-de-Paix to La Tortue and from Montrouis to Anse-à-Galet, La Gonave.

  8.  At least 4 to 5 locomotives for internal transfer of merchandise with terminals at the main port

  9.  A Smart Power Generation Plant (400 – 500 MW) at least for each department.

  10.  A Smart Power Distribution Network in each department

  11.  A Fiber Optics Network to support high speed information exchange in each department

  12.  A High-Speed Internet Provider to include phone service for businesses and schools in each department

  13. One International Airport that can handle 10 airplanes and support at least one (1) landing and one (1) takeoff simultaneously and smaller one regional airport in each arrondissement including: Port-à-Piment, Grande Cayemite, La Gonave and La Tortue.

  14. One Modern Main Port  for each capital of the department and smaller ports where needed

  15. Improvement of each departmental Water Supply

  16. Improvement or construction of 2-3 departmental sewer and treatment facilities

  17. Improvement of construction of 2-3 departmental correctional facilities

  18. Improvement or construction of 5-6 departmental Waste Treatment and Disposal Facilities

  19. Build 25,000 low cost housing units for the students, teachers and employees of HADEV. (Exhibit 2)

  20. At least one (1) Farmers Markets including modern slaughter houses / butcher’s facilities in each arrondissement

  21. Four (4) 3-5-star hotels with at least 300 rooms each in each department

  22. A fleet of at least 30 city buses to serve the targeted department

  23. A fleet of at least 50 modern taxis to serve the targeted department

  24. A Cement Production Plant in each department

  25. A Modern Gravel Production Plant in each department

  26. A Biofuel /Bio-Diesel Production Plant in each department

  27. Finally Invest at least $50million -$75Million in production of local crops for each department
